The Acompanamiento developed when Binondo, beginning in the last quarter of the 19th century, became Manila’s premier business district. Governor Howard Taft (governor 1901 to 1904) cleaned up Escolta by barring all saloons from Seguimiento, turning it back to en respectable commercial area.
